Kolaborasi Adaptif untuk Keamanan Pangan Rantai Pasok Daging Sapi: Teori Terapan Konstruktivis dari Madura, Indonesia
Abstract
Tujuan: Studi ini mengembangkan teori yang didasarkan pada data (grounded theory) mengenai bagaimana kemampuan kolaboratif dan kinerja adaptif membentuk ketahanan pangan rantai pasok daging sapi di Madura, Indonesia. Literatur yang ada cenderung bersifat kuantitatif, dan mekanisme mikro yang mengarahkan kolaborasi ke hasil masih kurang dijelaskan. Pendekatan menggunakan Teori Terapan Konstruktivis, kami melakukan sampling teoretis terhadap aktor kunci, termasuk peternak ternak, tenaga paramedis, petugas inseminasi buatan, petugas penyuluhan, pelaksana program, dan pejabat pemerintah di empat kabupaten (Bangkalan, Sampang, Pamekasan, dan Sumenep). Data dikumpulkan melalui wawancara mendalam (n = 36), pengamatan terfokus terhadap interaksi layanan, dan analisis dokumen. Analisis menggunakan pengkodean awal-terfokus-teoretis, perbandingan konstan, pencatatan memo, dan pencarian kasus negatif hingga tercapai saturasi teoretis. Empat kategori utama muncul: (1) kepercayaan dan komitmen, (2) rutinitas kolaboratif (pertemuan singkat, pemecahan masalah bersama, penugasan tanggung jawab yang jelas), (3) mobilitas pengetahuan dan berbagi data yang sesuai tujuan, dan (4) kinerja adaptif (sensing–learning–reconfiguring) sebagai respons terhadap guncangan dalam harga, pakan, penyakit, dan kebijakan. Model proses memetakan jalur dari Masukan Kolaboratif ke Mekanisme Transisi ke Kinerja Adaptif ke hasil (ketersediaan, akses, stabilitas), dengan umpan balik hasil ke kepercayaan. Kondisi ambang (gerbang), seperti pemangku kepentingan yang aktif melintasi batas dan protokol data minimal, serta konteks (kapasitas layanan, kepadatan aktor, infrastruktur, desain program), memoderasi kekuatan jalur tersebut. Implikasi praktis.
